I really dont know where you get your information from. In general in a BB Bank, HRs role is to select candidates and not to put CV books together so that every analyst can look at them. Analysts dont get any say for the most part in regard to recruiting newbies. It is essentially job of Associates and those higher up. At smaller places, HR teams are small, often only 1 person. There, the actual teams have to get involved in selecting candidates. These would be boutiques, AM firms and likes.

Might sound as an easy question, but anyways: I want to get into S&T, tho it seems a bit impossible at the moment. I have two options for summer internships: Citibank (Corporate Banking Division) & Deloitte (Corporate Finance Advisory), both in Romania. The money at Deloitte is considerably better, what do u reckon?
Regarding Citi London - did the SHL test and still haven’t heard of them (applied for S&T)

I can confirm that JPM definately do the CV book thing.

So it is possible to get rejected after getting past the testing stage.
